It is evident that President Donald Trump is not keen to resume the war on Iran - he has had multiple opportunities to do so. However, there is no prospect of a negotiated settlement. The Israelis are keen to be the hegemon over the Middle East, using borrowed American power. And American administrations have increasingly struggled to challenge Israel and avoid having it dictate their policies.
